I wanted to share my experience in case it helps someone else.

I’m a nurse and initially thought that the nature of my visit would win my appeal, but that wasn’t what decided it.

The adjudicator only focused on whether the signage clearly communicated the parking restrictions. In my case, a “Visitor Parking” sign pointed to a section of the car park that appeared separate from the permit-only area, which made the restrictions unclear at the point I parked.

Although my visit was for work, the decision didn’t seem to hinge on that at all. It came down to what a driver would reasonably understand from the signs at the time.

If you’re appealing, it may help to concentrate less on the reason you were there and more on whether the signage itself was misleading or contradictory, as that’s what ultimately made the difference for me. What I thought was one of my weakest arguments won my case, even though it was what mislead me in the first place.

Companies like this are absolute scum. Was sent a pcn after going to a pub for lunch. The machine wasn’t working to input the reg and staff said it would be fine. 2 weeks later a pcn comes through the post.
Sent over an appeal to explain with proof of receipt of my lunch at said pub. Rejected. I expected this of course so appealed to IAS (independent appeals service) thinking they would be unbiased - only to have the appeal dismissed. Later found out IAS is funded by the parking operators who are members of the International Parking Community (IPC) trade association, so rather than be genuinely independent it’s more of a "rubber stamp". This makes complete sense when you look at 94% rejection rate of appeals.

I recently submitted a detailed appeal to the IAS (UKPPO) concerning a charge issued against a commercial vehicle engaged in essential loading/unloading activity. My appeal was dismissed, and I found the process to be fundamentally flawed and unreliable for motorists with genuine, fact-based defences.

The IAS adjudicator stated they could not consider "mitigating circumstances," which is precisely where my strong evidence—covering Health and Safety necessity, operational demands, and commercial activity—sits. This confirms that the IAS is not equipped to handle complex consumer contract disputes where the activity (delivery) is permitted but the time limit is unreasonable.

Key Issues Noted:

Bias towards Operators: The adjudicator focused only on the time overstay shown by ANPR, ignoring the Operator's own admission that they had no evidence to refute my claim of continuous loading/unloading.

Failure to Address Contractual Flaws: The adjudicator dismissed the argument that the charge is a punitive penalty (GPEOL failure) and failed to adequately address the Operator's sign explicitly violating industry codes (e.g., the "No Grace Period Applies" term).

Procedural Barrier: The dismissal confirms that the IAS acts primarily as a procedural filter, forcing motorists with strong, substantive defences to abandon the claim or incur the expense and risk of County Court litigation, where my defense will now be properly heard by a Judge.

The IAS appears ineffective as an independent arbiter, predictably dismissing cases that fall outside a narrow scope, regardless of the strong evidence provided by the motorist. I would advise all drivers to save their time and resources and prepare for court if they have verifiable evidence of operational necessity or commercial loading.

I had my appeal accepted today after waiting 5 weeks. I wanted to share a positive review as I had lost hope after reading the many poor reviews. It’s worth going to the IAS after the parking company reject your initial appeal.

Did not review half of my appeal the fact that I never recieved the first 2 letters and meanwhile the parking company increased amount owed and sent me the 3rd letter. There is not telephone number or Home Screen not working either so I suspect work with the parking companies

This has been one of the most disappointing and frustrating services I have ever experienced. The organisation operates with a lack of fairness, compassion, and consistency and does not seem to fulfill the purpose for which it was established.

In my recent experience, decisions appeared to be made without proper consideration of the evidence provided and without any sense of empathy or accountability. The process felt subjective and dismissive, and it has left me feeling unheard and undervalued as a customer.

This service requires urgent review and improvement to ensure it operates with transparency, impartiality, and genuine professionalism.

I got empathy from the adjudicator for the fact that it wasn't my fault that I didn't pay the parking cost correctly (two providers adjacent to each other with confusing signage). However, they also dismissed my appeal and made no effort to encourage the parking operator to either mediate with me to resolve the issue in a non-punitive way, and also no effort to encourage the operator to work with their neighbour to resolve the misleading signage situation. This is in fact incentivising the operator to make the signage situation worse so that they can get paid £100 pounds for an hour of parking quite regularly.

The so-called Independent Appeals Service (IAS) is anything but independent. They are a disgrace to the idea of fairness and justice. No matter how much solid, irrefutable evidence you provide, they will ignore it completely. It’s painfully obvious that they exist solely to serve the parking management companies that fund them.

Their decisions are robotic, cold, and blatantly one-sided. There’s no trace of humanity, reason, or integrity in how they operate. It’s as if they’ve never actually read the appeals — they simply rubber-stamp whatever benefits their paying clients.

The IAS is a morally bankrupt organization, a pit of hypocrisy pretending to uphold “justice.” In reality, they’re nothing more than a money-driven racket designed to keep ordinary people powerless. A truly shameful, inhuman setup that undermines any notion of due process.

If you expect fairness, honesty, or any trace of decency, don’t waste your time — the IAS is an insult to all three.

Wont bore you with details but appealed PCN issued by Smart Parking Company,went through Appeals Process with them,I know complete waste of time/effort.Then appealed to the IAS,never heard from them as to my appeal until received letter from aCompany called Debt Recovery Plus demanding £170 as my appeal had been rejected by the IAS and now escalated as had'nt paid within timeframe.Have tried to contact IAS/Smart Parking absolute nightmare impossible to contact the IAS to get a response from them ref the Appeal.Smart Parking keep sending me links to the IAS which dont work.Any suggestions please ??Charlatans the whole fecking shower !!

Complete scammers, they say they are independent but they are clearly in partnership with the corrupt parking enforcement. Someone needs to look into them as a company.

Oh my goodness. So corrupt. I honestly believed that if I gathered my evidence and used reason it would have made a difference. It makes no difference, because unsure motivated for you to pay up too. 'Law' had very little to do with this.

Avoid the IAS

The IAS is nothing more than a biased, corrupt rubber stamp for private parking companies. They pretend to be an independent appeals service, but the reality is they are funded by the very industry they are supposed to regulate. There is nothing fair, transparent, or trustworthy about them.

My appeal was dismissed instantly with no real consideration of the evidence. The parking company even increased the charge while my appeal was pending, which is a direct breach of their own Code of Practice. Did the IAS intervene? Of course not. They turned a blind eye, proving they are complicit in unfair practices.

The only reason my ticket was cancelled was because my housing provider (the landowner) forced the parking company to back down. The IAS did absolutely nothing useful. They were a waste of time, a waste of energy, and added unnecessary stress.

Let’s be clear: the IAS is a scam, not independent, not impartial, and not fit for purpose. They exist to protect the profits of private parking firms, not to deliver justice. Motorists should know the truth: you are wasting your time appealing here. Go to the landowner or housing provider – they are the only ones with real power.

In the appeal process, have sent my initial appeal, got a reply from PCM parking company, I then entered my response to the Operator. Clicked "submit Response". Next page had 4 points with boxes that have to be ticked, Ticked all 4. The 'Submit response' box remained greyed out. So returned to previous page and clicked on "Contact us". Get Error occurred- 404 not found!!!

Absolutely shocking. They don’t consider the actual evidence and only side with the parking companies 99% of the time. Truly disgusting.

The Independent Appeals Service (IAS) is, in my experience, nothing more than a rubber-stamping mechanism for private parking companies. I submitted a detailed and genuine appeal involving a brief, unavoidable stop due to a medical/emotional emergency with my autistic child — supported with evidence — and received nothing more than a templated, legalistic response.

Rather than fairly assess the unique circumstances or consider the serious Equality Act implications, the adjudicator simply reiterated signage rules and dismissed everything else as irrelevant, including the needs of a disabled child in crisis. They openly state they do not consider mitigating or extenuating circumstances, no matter how valid or urgent.

If IAS's sole function is to confirm whether a notice follows signage wording, then their purpose is pointless — the operator could do that themselves. This isn’t independent adjudication; it's an exercise in box-ticking that gives false hope of impartiality.

In short, appealing through IAS is a waste of time. They do not meaningfully challenge the decisions of private parking companies, even in situations involving vulnerable individuals or potential breaches of the Equality Act 2010. I found the process deeply disappointing, and it raises serious questions about whether this service is truly fair, balanced, or useful to the public. IAS, please shut yourself down.

This company is definitely funded by parking operators. I have a written contract which overwrites the private signs. They falsely claimed my contract would not overwrite it. My second important claim was that i was never provided a permit. They said i need to mention this to the management company. That would not change the legitimacy of the fines according to them. My third claim was that the signage was not clear. I showed the signs saying “Residents only” and “permit must be displayed”. The signs clearly contradict. He avoided my evidence and claimed that the signs were clear. This company either does not understand law or simply paid by the parking operators.

I appealed a PCN from a private parking operator after the operator refused my initial appeal. The signage states to validate parking on the tablet in the store. There was no tablet in the store so I argued that it wasn't possible to comply with that and even the landowner has contacted the operator to rescind their PCN.

IAS logic: It's the motorist responsibility to ensure parking is validated + We don't consider the circumstances around the PCN = We don't judge if a PCN is correct, only if it's correctly issued. Appeal dismissed.

Only Arbitration or Court proceedings can issue a legally binding judgement and they will also consider the circumstances around a PCN to determine validity. What's the point of an appeals service that doesn't take into account if the circumstances of a PCN are valid or not? Seems rather self-serving of the industry.

Shocking. On holiday and so requested a two-week delay so I could pull together some photos of the parking bay in question. Automated response so had no clue whether deferment had been accepted and returned to find adjudication went ahead without the opportunity to submit more helpful photos. Outcome all driven by operators signage rather than looking at layout and marking (or absence of) the bays themselves.

I am extremely disappointed with my experience with TheIAS. In my opinion, their review process is utterly flawed and lacks any genuine effort to consider evidence properly. Despite submitting clear and valid documentation, they failed to acknowledge or assess it appropriately. This raises serious questions about the competence and integrity of the organisation.

TheIAS operates in a way that feels arbitrary and dismissive, causing unnecessary stress and hardship to people who are already vulnerable. Their inability—or unwillingness—to carry out their duties responsibly is not only embarrassing but also deeply shameful.

An organisation tasked with such important responsibilities should be held to the highest standards. Unfortunately, TheIAS falls far below that. In my view, they are unfit for purpose and should be dismantled or thoroughly restructured to ensure fairness and accountability.
