They’re not just a one-off scammer. This looks like a coordinated fraud operation. I worked with one of their so-called web design companies, Web Design Clan. I paid them upfront for a website and related services. They talked a good game, but they never delivered what they promised. When I asked for a refund, they were polite on the phone, but nothing actually happened. No refund. Just delays.

After doing some research, I realized they operate under a whole list of different company names. Some of the ones I found include:

And likely more. I looked up ICANN domain registration, most of these entities were newly registered. The pattern is the same every time: new company name, take the payment, don’t deliver, avoid refunds, and then repeat under a different brand. It’s LIKELY a structured scam setup.
