An utter sham
I was in dispute with the builder of my bungalow over numerous issues including misrepresentation of the EPC rating. Although progress was made in resolving some issues the builder made defamatory statements about me. I could see no point in continuing any sort of dialogue so opted for adjudication by CEDR as offered by the Consumer Code for New Homes.
In his defence the developer again made defamatory statements, this is libelous. They also made untrue statements, some of which I was able to disprove with documentary evidence. Nevertheless when the adjudicator made his proposed decision he sided entirely with the developer saying they need to take no further action. The CEDR process is clearly a sham and I could see no point in continuing with the charade. I therefore notified CEDR that I would be withdrawing but that I would be leaving comments on the adjudicator’s proposed decision first. Unbelievably CEDR closed the case arbitrarily and without my permission which meant that I was unable to comment on the proposed decision. CEDR obviously don’t like criticism – I was gagged.
The adjudicator was Mr Mark Ledger. His report on his proposed decision was so ridiculously flawed I could only assume that either he is a gullible fool or that he is part of a conspiracy whereby the whole adjudication process is rigged to limit the number of successful claims. This impression is only strengthened by reading the countless reviews by other claimants who have experienced similar issues.
For the record here are just some examples of what Mr Ledger got wrong –
He says I am claiming £1500 to repair issues with an ensuite. I don’t have an ensuite.
He says the developer offered me a goodwill gesture of £501.51. This was not a goodwill gesture, it related to itemized amounts which the developer agreed were due to me, including materials I had purchased, and £350 to pay a contractor to rectify a snagging fault which the developer accepted.
He said my claim in respect of some issues had been resolved as these issues had been agreed by the developer. But I have still not received the payments and Mr Ledger stated the developer does not have to do anything, which I assume means that they do not have to pay me anything.
My main claim was in respect of the EPC rating. I provided evidence that it was incorrect and that the developer made misleading statements about the property’s energy efficiency, all of which Mr Ledger ignored and did not comment on.
Mr Ledger says that the developer has not breached the consumer code. There were multiple breaches. As an example, the code says that the developer must provide warranties at handover. Mr Ledger referenced the relevant section of the code but conveniently omitted to mention the section title which says ‘’Handover of Property’’. Some warranties were provided after ten months.
Mr Ledger says he has considered the various documents provided in support of the parties’ submissions. The developer provided a lot of documents but most of these were completely irrelevant to my claim as I pointed out. In respect of the disputed parts of my claim the developer produced NO documentary evidence. It appears that Mr Ledger has just accepted the developer’s statements at face value whilst dismissing my statements which were backed up by documentary evidence.
It seems to me that Mr Ledger has no knowledge of the construction industry. His Linkedin profile says that he is an ex mariner ‘’specialising in commercial dispute resolution with particular expertise in the shipping, commodities, marine insurance and super yacht sectors’’. As for CEDR’s claim that he is legally trained I don’t see how anyone who does not understand the meaning of ‘’goodwill gesture’’ can be.
This idiot has wasted countless hours of my time and cost me over £500 as there is no way the developer will now pay me what he agreed, I am sure the developer can’t believe his luck. (My total claim was for over £11000 and I am several thousand pounds out of pocket already).
I have complained to CEDR and I am currently awaiting their response, no doubt it will be a whitewash. Don’t be fooled by the positive reviews, bar a few exceptions they are all by people who have attended CEDR run courses, not claimants. Maybe CEDR could elaborate – are these the same people that CEDR uses as adjudicators? What fees do they charge CEDR for their services? Is the adjudication process a money merry-go-round where everyone wins apart from the claimants? Nice to see they have charity status so pay no tax, unlike the majority of hard working people like me who do pay their taxes.
Edit 26/9 - CEDR have replied to my review and it is misleading. CEDR CLOSED THE CASE WITHOUT MY AUTHORISATION.
Further edit CEDR agreed they wrongly closed case but refused to reopen awarded £250 comp.

My experience with CEDR has been a long and challenging journey, particularly as it involved the purchase of my new home—a process that should have been exciting but was marred by significant issues that needed resolution. The stress and uncertainty I faced during this time were overwhelming, but the CEDR team was there to support me every step of the way.
When I discovered numerous snags and defects in my new home, I was left frustrated and concerned about the financial burden of fixing these problems. CEDR provided clear and comprehensive guidance from the very beginning, helping me navigate the complex and often daunting dispute resolution process with the developer. Their team remained patient and understanding, even as the case dragged on longer than I had anticipated.
Despite the length and complexity of the case, CEDR’s commitment to fairness and impartiality was evident throughout. They took the time to thoroughly review every detail, ensuring that my concerns were fully addressed. Their dedication gave me confidence that my case was being handled with the utmost professionalism.
The emotional and financial stress of dealing with these unresolved issues in my new home was significant, but knowing that CEDR was on my side provided much-needed reassurance. The final decision, which I have now accepted, required the developer to compensate me for the snags and defects that I had to cover out of my own pocket. This outcome is a huge relief and has brought me a sense of closure and justice.

I FOUND THIS COMPANY CARE-HARD TO DEAL WITH
I found this company poor. I rang to get an application form, but it never arrived. I rang them after a week to see why, and repeated my request, but was confused by the person from CEDR. I did get a call from a solicitor saying he got an email from CEDR saying I needed a Solicitor. The site is hard to understand I have now given up; it's not worth the effort. I took Royal Mail to the small claims court, bypassing Ceder despite the fact that they claim immunity from prosecution for damage or loss to parcels. I WON AT Manchester Civil Justice Centre 2 Dec 2025. This was a special hearing call because of the importance of the case. The judge ordering RM Solicitors to allow a full day to attened the hearing. The Judge rejected RM's claim for immunity under TORT AND STATED RM does have a contractual arrangement with the consumer. She ruled in my favour under the Sale of goods act, A VERY IMPORTANT RULING

CEDR’s corrupt and biased
It is difficult to view CEDR as a legitimate resolution body having witnessed the process firsthand. They practices should be investigated and dissolved to protect consumers. Bias towards larger corporations: CEDR appeared to prioritise the interests of the larger company (Lovell) over the individual consumer.
Disregard for evidence: Despite overwhelming evidence of the issues I faced, CEDR seemed to disregard key facts and evidence.
Unfair decision: The final decision was clearly biased in favor of the larger corporation, ignoring the significant inconvenience and financial loss I suffered.
They simply cannot be trusted to act in the best interest of the individual! Waste of time!

Waste of time, biased and broken service
If you're considering involving CEDR in your builder dispute, it's pointless. Despite providing a comprehensive list of open snags and supporting pictures, they consistently ruled in favour of the builder, just as they have for all my neighbours facing similar issues. Here's a point in their Adjudication decision: "16. So, although I look at snagging claims, I do not make an independent decision about whether the Developer has done what I might have thought should have been done; I only consider whether the evidence supports a conclusion that the Developer has a good faith, reasonable belief that no additional work needs to be done".
The builder didn't provide any evidence; faith doesn't matter as we are not in a church but we must look at facts, and the sentence defies the whole point of what these people are meant to do.

INCOMPETENT ORGANISATION
Advisors and adjudicators are completely INCOMPETENT in what they do, complaint handling and complaint procedure against CISAS’ service are NON-EXISTENT!
They do not even speak/understand English!
Some teenagers are running this organisation with seemingly learning difficulties. I cannot even understand how could Ofcom possibly approve their operations?? I have made a complaint against them to Ofcom and if necessary a petition will be published too for scrapping this disgraceful organisation like CISAS. They are short of nothing less, but misleading the public whilst they are siding with the telecom companies that you have the complaint against!

Waste of time
Sent this organisation ,paperwork in respect of being overcharged by talk talk, sent them bills emails etc , had to contact them as they got my email address wrong ,said they can't help and to contact taltalk again, which I spent countless hours doing in the first place ,that's why I contacted cisas, bunch of incompetents who pays Thier wages.

why are you not listening to customers and investigating onecom more?
The training pushed me out of my comfort zone empowering me to see what I can do best.
I enjoyed the interactive model of the training: it contained both - theory and practice. The program was structured in a wise way providing participants to interact with each other on various levels. Mixture of roles and assignments provided a solid opportunity for self-representation and learning.

Just waste a time with CEDR
Just waste a time with CEDR. I was mis-sold by Onecom with my contract, and thought that the cedr is an independent body to defence hard working people from the scammers. I’ve supply all evidences that I was mis-sold but CEDR decided otherwise. What an unreliable service they are. If I could give zero stars I would do.

Onecom & Vodafone & Horizon SCAM - CEDR letting them get away with it!
CEDR WERE GIVEN A CLEAR BREAKDOWN OF WHAT I WAS TOLD I WOULD PAY AND WHAT I PAY. Clear as day and night difference and yet sided with the scammers!
They need people who actually care looking at cases not people clicking buttons and getting through as many cases as quick as possible. If the evidence is clear how can they side with scammers?
Onecom scammed me through not providing a service and tried charging me over double what was agreed on the sales call. They use Gamma Horizon and I cancelled within 14 days when the installation failed. Yet they will not let me out the contract. I had no proper phone system and yet still don't. They are hounding me money for a system that doesn't work.

CEDR use purely a tick box exercise to review complaints against SRA solicitors Regulation Authority. They do not investigate whether SRA addressed the facts of the case. It is a total waste of time raising a dispute with them. They are biased as funded by the SRA themselves so have no independence. It is impossible to complain against the SRA regarding solicitors who do not do their job properly. The only solicitors who the SRA take action against are those who commit serious fraud. They are not interested in other types of serious issues committed by solicitors. Update to CEDR reply. Regardless of how it is funded it is purely a tick box exercise and serves no real purpose to the complaint bringer. SRA money could be better spent by the SRA actually enforcing the conduct rules that they ask solicitors to abide by, instead of focusing upon money laundering and cash fraud enforcement against solicitors and no other serious conduct issues. The conduct rules appear to be just a piece of written rules of which 99% of conduct rules appear not to be enforced at all.

CEDR Provided Excellent Service
In my experience the CEDR (CISAS) resolution service was an extremely straightforward process from start to finish.
I found CEDR provided an easy to navigate complaints procedure and one that is both efficient and highly professional.
It was clear that my complaint [680356] was thoroughly investigated and all relevant factors were taken into account. At every stage I was fully informed of the developments of the complaint and the actions I was required to enact.
Highly satisfied with the Tier 4 Adjudicator's Decision.

Waste of time
Waste of time , i was Scammed by Vodaphone and they wouldn't refund me so after months of hassle i used the CISAS/ CEDR route and another few months and many many hours later i did get a refund. But a pathetic compensation amount . no legal action and not worth the extra time and stress .
